(KWNO)-Flooding is affecting driving conditions throughout Minnesota including near Elba. State Highway 74 between County Road 30 and County Road 26 was closed on Sunday. According to MnDOT the closure was 4-11 miles east of Elba. The water has receded, and the road has reopened. A Winona County Sheriff’s Office spokesperson said deputies and work crews responded to several incidents of debris on roadways over the weekend caused by flooding and heavy rain but currently all Winona County roads are open.
