(KWNO)-Sunday marked the 25th anniversary of the death Minnesota State Trooper Ted Foss. Foss was conducting a traffic stop on I-90 in Winona County on August 31, 2000 when he was hit and killed by a passing vehicle. Law enforcement says Foss’s tragic death is a reminder to all drivers to slow down and move over when they see emergency vehicles on the road.
