A sex offender was arrested in Hennepin County after leaving his registered address in Winona. Richard Luers had failed to update his address as a predatory offender for about two months. Luers has a history of kidnapping, using a firearm and other violent acts. He is a Level 3 predatory sex offender.
According to the Winona County Sheriff’s Office, Luers was arrested in Hennepin County, brought back to Winona by a transport officer and is currently in the Winona County Jail.
