(KWNO)-Narrowing down the field of candidates for a special election comes down to the luck of the draw. Pat Heim and Bill Spitzer tied in a primary election for Winona County Board District 3.

The Board of Canvas deciding the winner would be determined by who drew the highest card and both drew aces the first time. Spitzer drew the high card the second time and will face Josh Elsing in a special election in August. Elsing won the primary with more than 55% of the vote. District 3 is vacant after Steve Jacob was elected to the Minnesota House last fall.
