The high and fast water prevented Winona and Wabasha County authorities from placing buoys that indicate no-wake zones before the Memorial Day weekend.
Citing fast-moving currents and debris, Winona County Sheriff Ron Ganrude last week recommended boaters stay off the river until the water levels started to fall.
